About Dr. Saleh Mohamed Daher

Dr. Saleh Mohamed Daher is a Professor and researcher in International Law, with a diverse professional and intellectual career spanning human rights, humanitarian work, media, and international relations. Over the years, his activities have been associated with issues of peace and dialogue among peoples, promoting respect for human dignity, and supporting humanitarian and legal principles in addressing crises and conflicts.

He has also focused on protecting people and the environment, reducing the impact of wars and conflicts, combating racism, discrimination, and xenophobia, and supporting understanding and coexistence among different cultures and religions. This interest has been reflected in his participation in and initiatives aimed at promoting dialogue, expanding channels of communication among communities, and strengthening the values of people-to-people diplomacy and international cooperation.


Early Life and Academic and Humanitarian Career

Dr. Saleh Mohamed Daher was born in a Palestinian refugee camp and is of Palestinian origin from the Safad District. In 1998, he moved to Ukraine, settled in Odesa, and holds Ukrainian citizenship.

His academic and research interests have focused on international law, international relations, and the humanities, as well as human rights, international humanitarian law, peace, and intercultural and interfaith dialogue.

His interests also extended to community, humanitarian, and media work, with particular attention to indigenous peoples, refugees, people affected by conflicts, public freedoms, combating marginalization and social exclusion, and opposing racism, discrimination, and xenophobia.

His interests have also included issues related to environmental and climate protection, and to reducing the humanitarian and social impacts of wars, conflicts, and environmental crises, based on a vision that emphasizes the interconnectedness of human rights, peace, sustainable development, and environmental protection.


Institutional and Media Work and International Positions

Within the framework of his institutional activities, Dr. DAHER SALEH MUHAMED founded and headed several initiatives and organizations working in the fields of human rights, peace, media, and international cooperation, foremost among them the International Congress SHIELD, which was established in Ukraine in 2011.

His career also included media work through the establishment and management of media institutions and initiatives that addressed humanitarian and international issues, helping strengthen communication among communities and bring their issues into the public sphere. He also participated in international programs, conferences, and events addressing human rights, international humanitarian law, peace and development, dialogue, and international cooperation.

At the regional and international levels, his activities have been associated with several positions and campaigns concerning humanitarian and human rights issues, foremost among them the Palestinian cause. In 2014, he led an International Congress SHIELD campaign calling for recognition of the Palestinian state and support for the rights of the Palestinian people. He also participated in efforts and communications with relevant authorities and institutions in Ukraine regarding the relocation of the Ukrainian Embassy to Jerusalem.

He has also focused on reforming the international justice system and developing international decision-making mechanisms. Since 2013, he has expressed positions calling for a review of certain mechanisms of the international system, including mechanisms governing the use of the veto in the UN Security Council, and for strengthening the representation of countries from Asia, Africa, and South America in international decision-making, in a manner that contributes to reducing marginalization within the international system and enhancing balance in international relations.

In the same context, he expressed critical positions regarding what he considered to be double standards in international approaches to issues of peace and human rights, including a position he announced in 2013 concerning the Nobel Peace Prize and the U.S. administration at the time.


Vision and Approach to Work

His vision of public service is based on combining human rights thought, humanitarian work, media, dialogue, international cooperation, and people-to-people diplomacy, based on his belief in the importance of respecting international law, promoting a culture of peace and coexistence, and creating continuous opportunities for communication and understanding among peoples and institutions.

His career in Ukraine, Europe, and at the international level reflects this approach through the institutions and initiatives he founded and headed, the programs and events in which he participated, and the areas of cooperation and communication that emerged with institutions and individuals from diverse backgrounds and countries, within the context of his interest in human rights, peace, and humanitarian justice.

Dr. DAHER SALEH MUHAMED participated in a number of international conferences, forums, and programs addressing human rights, peace, people-to-people diplomacy, interfaith and intercultural dialogue, and international cooperation.

He also participated in specialized programs and workshops covering a range of topics, including:

  • Risk-informed governance and innovative technology for disaster risk reduction.

  • Basic emergency care, in cooperation with the World Health Organization and the International Committee of the Red Cross.

  • Development of National Health Security Action Plans.

  • Transformational leadership for achieving the Sustainable Development Goals.

  • Human rights and international humanitarian law in the context of contemporary conflicts.

  • Issues of peace, cooperation, and dialogue among cultures and communities.

His research interests focus on international law, international relations, and the humanities, in addition to studying the philosophical, political, and social dimensions of human consciousness. Among the topics he has addressed are:

Diplomatic Relations and International Cooperation

Dr.DAHER SALEH MUHAMED’s activities, through his institutional, human rights, and media work, have involved communication and cooperation with a number of civil society, media, human rights, and diplomatic institutions in Ukraine and Europe, as well as in a number of Arab and foreign countries, in the context of international conferences, forums, and humanitarian, cultural, and human rights initiatives.

This activity has also included communication with embassies, diplomatic missions, and international institutions in the context of addressing issues related to human rights, peace, and dialogue among peoples, and strengthening opportunities for understanding and cooperation among different institutions and communities.

This career has provided opportunities to participate in various initiatives and events bringing together human rights, humanitarian, and media work with international dialogue and people-to-people diplomacy, reflecting his interest in developing channels of communication and cooperation on issues of humanitarian and international importance.

Through International Congress SHIELD, the International Diplomatic Council, and the International Union of Journalists and Writers, together with his media and community activities, Dr.DAHER SALEH MUHAMED  continues to work on initiatives and programs aimed at supporting dialogue, understanding, and cooperation, promoting respect for international law and human rights, and contributing to the advancement of a culture of peace and coexistence among peoples and cultures.
